No, candidates cannot fill out the NCHMCT JEE application form offline. The exam authority for the National Council for Hotel Management and Catering Technology (NCHMCT) JEE exam releases the NCHMCT JEE application form online only.

The exam is conducted for all eligible candidates from different Indian states. It is difficult for the exam authority to make the exam form available to everyone at different physical application centres.
