According to NCHM-CT, there is a different cutoff for SC students. If you have to check, you can visit the website.

Firstly, you have to fill your details and choices of Your IHM and then wait for the 1st round counseling. After counseling, you have to pay the fees and go for documents verification at your regional centre.

Yes, you can easily get AIHM Chandigarh and are also eligible for the hostel. It's a good chance to take the hostel.

You can go for IHM Pusa (Delhi), IHM Mumbai, IHM Goa and IHM Chennai.
