No, you cannot change your category from general to OBC-NCL during registration in NEET counselling.
The category that you have chosen in your NEET application form is the category that you will be eligible for in NEET counselling. If you want to change your category, you will need to apply for a change of category with the authorities concerned. However, it is important to note that the authorities may not approve your request for a change of category.

It is difficult for you to get government seat for MBBS in 425 marks in all India quota as well as in 85% state quota in state. For getting government MBBS seat, you need to score around 570 in state quota and 600+ in all India quota for obc category.
