Hi Rabeeh,
You have to justify your gap, in some instances applying abroad may be easier but additional verification of your qualification will be required as per universities abroad. They have their individual admission and assessment norms for international qualification. You can also apply in India, check private colleges.

NIOS is recognized, formed by Ministry of Human Resource Development (MHRD), Government of India. Universities must admit basis NIOS, if you meet all the other requirements such as minimum percentage etc. You can refer this below

Minimum Eligibility Criteria for admission in Galgotias University for any Course is 60% in Graduation, if you are applying for a Post-Graduation.
And 55% minimum in Senior Secondary, if you are applying for the Graduation.

Hi,
I don' think you will find any such options in Germany. They don't accept class 12th student, you must complete 13 years education, and that too from open schooling will be harder. Please check outside Germany or contact universities directly.
