You cannot pursue B.Tech in part-time, as it is a full time classroom course. You can though take admission in a university where attendance is not an issue.

Yes, you can study law. You are eligible for 3year law, but it is not a part-time course. You can take admission in a university where attendance is not an issue to suit your needs.

The law course is full time course only. The best colleges are NLU Delhi, Delhi University. If you are very stringent about the time flexibility then you can do weekend LLM programme from GGSIPU.
