Yes, you can do Ph.D. in HR after M.Com. from a distance learning mode provided your degree is approved by the Distance Education Council or IGNOU. The minimum eligibility for the Ph.D. course is a post graduation. You can apply for the Ph.D. as a distance as well as the regular course. You need to score at least 50 % marks in the PG level. The course duration is of 3 years and the cost of the fees is Rs. 16800/-.

You are qualified to apply for the UGC NET exam, yes. According to the official announcement, applicants must have earned a postgraduate degree from an accredited university with a minimum cumulative GPA of 55%. Additionally, you have to meet the age requirement. For NET JRF, applicants must be under 30 years old, however there is no age restriction for UGC NET Lectureship.
