You have not mentioned here the category you belongs, however the general cutoff for year 2017-18 was 69.6. And, the SC cutoff were 57.4 to 61.2.

I would suggest you to get in touch with your College/University officials for this information as it is completely dependent on the discretion of the college.

College change or university change after first year is completely dependent on college and university norms, some university allow it and some won't. Plus, you need to have good scores in first year to apply for the same. For further details, contact the college authorities.
