Dear Gagan, it is not clear to me why you want to go for MA in Public Administration after B.Tech/ BE. If you are preparing for some exam, better prepare like this only. In my opinion better option for you would be to go for M.Tech or MBA for brighter prospects. For M.Tech appear for GATE and MBA attempt CAT MAT XAT CMAT etc. In case you don't want to then try for private universities like LPU, Symbiosis, Maniapl, etc. Where admission can be based on above mentioned tests, their own tests, even on basis of marks in graduation. You are in a typical Shakespearean dilemma! But do not worry. Both these colleges have good reviews and I feel you can take admission in any one. Preferably you should choose one where your friends are also seeking admission. Another criterion could be ease of commuting.

There are no specific books which will provide the short-cut of preparing for the entrance. All you have to do is, you just go through the previous year question paper and there you will get the idea and a nature of questions by which you will find some specific topic which usually asked questions and from there you can prepare in 14 days of study by focussing on that very topics. Well, this is a self-assessing way of preparation which seems to be natural somehow.
Otherwise, read the syllabus thoroughly.
Search for a book which covers the whole syllabus. Make sure that you read according to the syllabus, otherwise, you will never be able
