Except these institutes, I think no institute is better. You can pursue correspondence courses from either of any top B-schools in Mumbai under your budget.

The expected cutoffs for open category is 80 percentile in CAT, XAT and CMAT. For MMS program, the cutoff of 99.2 percentile is needed in MH CET.

Hybrid MBA is basically dual specialization and is way better than executive MBA offered by ITM. Welingkar has good brand recognition and is recommended as top B-school.

Mumbai campus is definitely better but I believe with 88 percentile in CAT you can apply to better colleges than Welingkar also. Check on college Facebook website.

Average package is Rs 7 lakhs per annum
and there is a very subtle difference between the placements and packages although Mumbai campus is better in terms of education and exposure.
