Yes you can pay the PU LLB Counselling Fee is offline mode. While the PU LLB Admission Process is completely online, the candidates are still given the option to pay the fees offline.

No candidates can not appear for the PU LLB Exam Counselling if they did not clear it. It is mandatory to pass the entrance exam to participate in the next process.
