Eligibility : BE or B.Tech (Mechanical or Naval Arch) from AICTE approved college/university with minimum 50% marks and at least 60% in English in either 10th or 10+2. Fluency in written and spoken English is expected.
So from above Diploma Mechanical engineering students are not eligible for this course.

Yes you can join Samundra Institute of Maritime Studies for 2nd Year of B.Tech Marine Engineering degree course. The eligibility criteria is given below. A) Academic : 1. Passed 3 years Diploma course in Mechanical or marine engineering 2. Minimum 60% Aggregate in all Semesters & Minimum 55% in last year 3. College should be approved by AICTE / Department of Technical Education of the state Government 4. Diploma course should be completed in 3 years. 5. Candidate must pass Indian Maritime University, Common Entrance Test (IMU-CET) B) Age& Marital status : Unmarried, Not more than 22 years (As on the date of commencement of course).

You can go for PGDME (Post Graduation Diploma in Marine Engineering) after completion of B. Tech, either in Mechanical or Electrical. It's a 1-year Diploma course, being offered in various institutes, affiliated with Indian Maritime University (IMU).
