No, it doesn't offer any IAS or IPS course it offers only engineering, law, research, degree, Diploma.

One can join in SASTRA law by having atleast 50% aggregate in 10+2 and no disciplinary actions on them and the admission process is via a rank given by sastra and the criteria for mark is 75% 10+2 marks and 25% CLAT marks. and the courses offered are BALLB Hons.,
BBA + L.L.B. (Hons.),
B.Com + LLB {Hons.}

Fee structure is not based on any branch. Every branch student will have same fee structure. For B.Tech admission in Sastra it costs around 65,000 per sem and 10,000 as maintenance fee and the fee increases per every year.

If you have enough marks with a range above 980 out of 1000 . You can apply for stream2 and you can get your seat in Sastra B.Tech in ECE.

Stream 1 is combination of both JEE and ipe. So you have to consider your +2 marks too. If your marks in +2 board is above 98%. You can get your seat in sastra for sure without any branch preference.
