SPA Vijayawada does not provide 100% scholarship covering the whole tuition fee. For the best JEE Main/NATA performers or economically backward students whose total income is less than INR 2 lakh, there exists a merit-based scholarship from 20%-50% of fees (B.Arch INR 2.77 Lacs total).
Government scholarships like the Central Sector Scholarship for SC/ST/OBC students provide partial fee concessions or stipends. IBMR IPS Indore offers scholarships up to certain amount to help candidates get the higher education they deserve. Scholarships are offered on the basis of merit in entrance exams and academics. The scholarships are given on first cum first-served basis to meritorious students. A scholarship is equally divided into two parts one for each academic year. An awardee shall be eligible to receive the scholarship in the second year only if he/she maintains their merit through outstanding performance in their programme.

Yes, Dr Samuel George Institute of Engineering and Technology offers 100% scholarship. But, it is rare.
