There are several elite institutions with 100 per cent scholarship options, and they do not charge an application fee. University of Oxford, for example offers the Rhodes Scholarship which funds a full ride plus living expenses for talented students. Stanford University provides need-based financial aid with the Stanford Financial Aid Program making it possible that any undergraduate student who is admitted and has an interest receive a generous support. Harvard University is also need-blind and provides 100% of the demonstrated financial needs for all admitted students enabling them to graduate without incurring any loans.
