Chandigarh University is more sensible choice than for M.Tech in Civil engineering. Computer Science Engineering is the core of Chandigarh university being associate skilled of that field they will give you with best exposure due to following reasons:

Yes, you can get admission anytime you want. You can still get admission there. Just tell them about the situation that you are giving a compartment and you can score well.
