No, you can't appear only for Maths, lf you want to give exams from open you have to register yourself for complete 10th or 12th subjects not single subject.

For CSE M.Tech/me programme, IITs and NITs are the best. For that, your son has to qualify the GATE exam with a good rank. Private colleges are more or less same.
