No Sreenidhi there is no PG course in IIT for English. Better you go for JNU or BHU. IIT is a technical institute so you can't find any Humanities course there. You may get engineering, design, Science courses there but its not made for offering the mentioned course. Other institutions are set up by government for providing your mentioned course.

Yes you can but you would have to face the disadvantage of changing the stream .

1st Cut off List is released by the University. If your name appears on that - you will be intimated for the interview.
