Yes, you can apply for the UGC NET Electronics exam. The UGC NET exam is national level exam, which is held for the junior research fellowship and to become an assistant professor. The Candidates can apply for the NET exam if they have completed the post-graduation degree. Refer official notification at NTA website for the eligibility details.
In addition, you need to choose the subject in which you have completed the PG degree. As you have completed the post-graduation in nano-science, you can apply for UGC NET Electronics. You also need to fulfill the age limit criteria for JRF while lectureship does not require any age limit.

If you have completed B.Sc. in any stream of science such as Botany, Zoology, Chemistry, Physiology, Microbiology or an equivalent degree in a science stream from a recognised board are eligible for Master of Science [M.Sc. ] (Medical Microbiology) course then you are eligible to pursue. Most of the institutions have entrance exams for admission. Hence, the students who have appeared in final year examination of under-graduation and awaiting the results are allowed to apply for the course by such institutions. Some of the institutions induct candidates on merit basis as well and the cutoff is generally 55% but may vary from institution to institution.
