You can apply for scholarship, but you can't get scholarship on the basis of your class 12th marks. You have to give scholarship test on it and on the basis of that you may get scholarship.

Yes, you can definitely go for B.Tech in Information Technology. As you have studied Physics, Chemistry and Maths in class 11th and class 12th, then you can definitely go for Engineering.

You being a commerce student are not eligible to apply for BCA. The base eligibility criteria for BCA is that you must have physics, chemistry and maths as a compulsory subject in class 12th. You can check Irvin any website. Good Luck.
