In order to become an IAS Officer, you must apply for CSE exam conducted by the UPSC. You must also crack the exam (preliminary, Mains and interview) in order to get selected for the training. The basic eligibility criteria required to appear for this exam is candidate must possess Graduate Degree from a recognized University/Institute.

You are not class 12th fail, you just didn't appear that exam, now you just have to wait for next year to re-appear in that exam and you don't have go to school for one subject, just study at your home or take tuitions if you need. But, still I don't know your board I am not sure about it, so I would suggest you better ask someone knowledgeable from your school, so that you can get the complete information.
