I can tell about only two colleges in Bhubaneswar that offer B.Sc through distance mode:

An engineering degree always has an upper hand. After completion, you will have a broad domain to work. You can go for specialisation M.Tech/ MS/ integrated PhD courses or can even opt for MBA.

It is very nice to hear from you that in spite of having done your M.Sc in applied electronics with very good marks you still want to do B.Tech but from correspondence course. Here let me give you a word of caution. Few months back, the Supreme Court of India has cancelled all the degrees awarded to many students who had obtained them via correspondence course. Recently, UGC has once again issued the circular stating that no professional courses including engineering can be done via correspondence. I am attaching a link which stated this. As the competition is getting harder, so 60 - 65% is the minimum. Well, if you want to do microbiology honors then it depends on the college. A good college will require a higher percentage in chemistry and biology for admission.

Eligibility for B.Sc in Psychology:
Most institutes offering the course admit students based on their performance in the HSC (10+2) exam. The candidate needs to have:
Completed the 10+2 level of education from a recognised educational Board. Secured a minimum aggregate score of 50% at the 10+2 level. Some of the top entrance examinations carried out in the country for admission to the course.
