As per me, SRCC is the best in Delhi for this course. Meerut does not stand anywhere in front of the Delhi colleges in terms of placements, infra and faculty.

For previous year's solved papers (only QA section), you can buy QA Simplified for CAT (Wiley publication). This book also contains complete theory / concepts required for QA section of CAT

Yes, why not. There are a lot of colleges in which you can get admission. Some of them are-
Nizam College, Hyderabad
Bethune College, Kolkata
Guru Nanak College, Chennai
National Postgraduate College, Lucknow.
