For JEE or NEET, you can go for NCERT syllabus, and Organic Chemistry-Morrison Boyd, Organic Chemistry-O. P Tandon.

You can do both at a time, but there will be no benefit of doing two courses together, as you can't represent yourself at places at a time. It can be a case of duplicacy, as how a person can be present at two different places at a time.

To get admission in this college, you'd need to appear in various Entrance Examinations conducted at State, National and Institutional level each year. The details of the eligibility, reservation, medical requirements, procedure for admission etc. are given in the information brochure for OJEE.

Since you clear that you want a government job. You need to decide what jobs you want is it at a class IV level, clerical level or as an officer level. Keeping this in mind you will have to plan your education. For class IV level you are already qualified enough and can get in a job as a peon, office help, assistant.
