B.Tech is the best option in my opinion, if you can get a good college. Otherwise B.Sc. is also fine. You can later sit for SAT exam and get a good score. The score will allow you to choose a good college and you can also apply for scholarship in the college you wish to take admission.

If you are interested to make your career in Civil services then after completing Graduation you become eligible to apply for Civil services exam.
