Coming on to your eligibility criteria, you do have good marks for applying in St. Xavier's College, Kolkata.
But, on the index calculation basis, I am not sure about you getting into the merit list. Do give a shot!

If you continue your preparation for IAS you should join a normal institute in which you will not need to do more hard work. You can join your state local non-tech government college. This will be the best option for you.

Yes, they take entrance test for B.Sc(Hons.) without qualifying you will not be eligible to get admission there. Good luck.

Yes, B.Sc (Hons) in maths is offered by Regional College-Bhopal. You can take admission there. Regional College is a good college.
