To get into IITs. 12th standard marks for SC/ ST and PwD candidates, the aggregate marks should be at least 65%. It will be difficult for you to get into IITs. You may look for other private and state engineering colleges.

To get into ISRO, one really needs to put a lot of effort. Every year, ISRO hires IIT engineers in different streams through ICRB. After written exam, you have to go through an interview. During the interview, they look towards your attitude, work and your approach to deal with a practical problem.

Yes, after completing your graduation, you can pursue Diploma in industrial chemistry by distance education. You also can do this with you graduation but for that you both courses should not be private. You are eligible to do that.
