It is possible to opt for genetic engineering or biotechnology courses without having Maths in class 12th. You should have Physics, Chemistry and Biology with decent marks to get enrolled for undergraduate course in biotechnology. Genetic engineering doesn't involve a lot of Math in it. However, when you pursue engineering, there will be some common subjects where you have to deal with math too. But, the core subjects will be related to biology and chemistry. If your question is about getting into the field itself, then I don't think that not having a Math background will be a problem at any point.

Yes, a Science student can chose B.A. LL.B. As a career option as you are eligible to take admission with any of the streams and also your stream subjects do not have to do anything with the curriculum at the law schools. Also, law as a subject does not need any special qualities in a student but interest to study. There is only one college that offers biotechnology programme in GGSIPU, and it is the main University itself. B.Tech Biotech is offered only by School of Biotechnology, located in main campus of Dwarka. No other affiliated college offers the course, I presume.
