As per my knowledge and experience, SRCC application forms are not separate. You have to login into the college of Delhi University website. In this, you have to select the courses and after that you have to show your name in that particular college cut off.

For UG, you have to apply when the Delhi University registration forms will be out. If you clear the cutoff, you have to come to the college and get your admission done.

Following are the maximum and minimum percentages required:
General: Max - 97.75, Min- 97.375
OBC: Max - 95.5, Min - 94.875
ST: Max- 87.5, Min - 83.75
SC: Max - 92.75, Min - 90.5.

There is no different form for SRCC.
There is a common DU registration form, which is released in the month of May.

You might be but for M.Com Delhi University has separate entrance examinations for this post graduation course for which you need rank under 100.

The college will release cut offs for every category for each course during the admission time. If your marks clear this list, i.e, if they are at par, then you are eligible for admission. The general category cut offs usually range from 98.75 - 97.5%.

Yes, no matter what college you graduate from, the certificate is going to be a generic DU certificate but you might be asked during job interviews which particular college you graduated from but that is a far-sighted occurrence.
