Yes, you can apply for masters anywhere, as you hold the B.Sc degree. In most of government colleges, admission to masters is done through entrance .Prepare well. All the best.

As far as it is UGC approved, and a recognized university, it should not matter. However, such colleges and universities are very few, so enquire properly before getting in and getting out. Moreover, private colleges work best for working professionals, more than students.

Yes, it is a good college:
The Ministry of Human Resource Development has placed SHIATS in the list of elite category 'A' deemed universities on the basis of the expert committee recommendation. The university has been re-accredited with a CGPA of 3.14 on a four-point scale and has received an A grade from the NAAC. SHIATS was also accredited in 2009 by Indian Council of Agricultural Research (ICAR) and in 2010 by Indian Council of Forestry Research and Education (ICFRE). SHIATS is a very easy college to get in as per the admission process is but I would never ever in my whole life recommend this institution to anyone. Only if you want a "flashy" degree with high grades and that too with minimal labor, then come to this college. Here there is no value of Intelligence and Creativity. The whole teaching faculty of engineering especially Mechanical comprises of teachers who don't know how to teach and also the students here, don't want to study. So only if you want to just provide a degree to get promotion in an existing workplace with minimal labour, then you should be surely going to this college. Gettin
