You may, depends on your overall profile and in what ways you contribute to the class. If you are brilliant enough there is no reason why they won't accept you. Some volunteering work will do you good. Universities like Stanfors gives a lot of emphasis to community service and giving it back to the society. So find out in what ways you can add up. Here is the link regarding the exam. You need to take SAT in order to get admission in an American college. Check the pattern. Also, check the eligibility criteria and requirements for respective institutes in which you're interested, on their respective official websites.
