Since, it's a management degree, you will be recruited by pharma or health sector mainly. You may specialize in other fields like data analysis to work in research. While pure pharmacy degree in STEM, management is not exactly a part of it.

As per the world ranking USA is the best and here are the schools:

3. Dartmouth College - Tuck School of Business
4. Harvard Business School
5. University of California at Berkeley - Haas School of B

IELTS or TOEFL both are considered equally by most of the colleges. What you need to see is in which pattern you can score better so take a look at their details or take a mock test and see what suits you best.

Your scores are less and it will create problem while getting visa.

IELTS is easier than TOEFL and IELTS band is accepted by all the universities.

I think you should apply for MS in USA because it is better than Germany for all the fields.

If you planning to do MBA abroad then you should do MBA from prestigious B-Schools with good International rankings. I will personally advise against doing MBA from London because ROI will be very poor.
