Yes you can apply even if you are from other states there won't be any restrictions but there are some government colleges where you need to write their exams.

Oh no. TNEA is no exam. In fact since last year Tamil Nadu Govt decided to do away with entrance exam for removing tensions from life if a student. However admissions are restricted to "Nativity" certificate holders of TN. You may register online with faint possibility of admission agains
