Yes, students who have done master's from correspondence, are eligible for the UGC NET exam. It's not necessary to do regular post-graduation courses. Only you should have a minimum of 55% aggregate marks in master.

You'd need an M.Phil under an institution recognized by RCI to practice as a clinical psychologist. With a Ph.D. you can teach in colleges and universities, but can't practice.
