B.Ed can be done after graduation or you can join a B.Sc +B.Ed course after class 12th for 4 years. Best of luck.

For BEd you should complete your Bachelor's degree, then you can do B.Ed.

Yes, you can apply for B.Ed from IGNOU as you were primary teacher but first of all please check the eligibility as they ask for two-year experience. If you fulfill the eligibility criteria, then you can apply tor the same.
