Yes, you can apply for Bachelor of Education [B.Ed.] in U P Rajarshi Tandon Open University.
ELIGIBILITY CRITERIA:
Candidate must be a graduate from a well recognized university in a relevant stream.
ADMISSION CRITERIA:
Candidate must have qualified in the entrance exam conducted by university.

Hi Rishika, Seems like you are only interested in teaching line. If you are confused between D.Ed and B.Ed then I must say you should go for D.Ed because you have already done your Bachelors degree. You can have :
-Technical and Cognitive skills. - Hypothetical understanding of tutoring and training. - Self-instruction appropriate to candidates skills. - An advanced understanding of the intellectual, social and psychological aspects of teaching. - A professional foundation in theoretical and practical lessons conducive for to effective teaching with this course. After all, The bright future of a child is in the hands of a good teacher.

No you can't do M.Com and B.Ed same year. It will be not acceptable. Yes, but you can do dual degree of B.Ed plus M.Ed but that will take around 4-5 year. Good luck.
