Yes, you can. There are some countries like Germany which gives free education. So, better try to get admission in the universities in Germany to pursue your Masters without tuition fee.

You are a civil engineer, so you are eligible to apply for both subjects, but for civil engineer transportation is more relevant than geology and in terms of job prospect, both have great prospects. USA and Canada is a better option.

Eligibility criteria for M.Tech in Transportation Engineering is B.Tech Civil Engineering in majority of universities.

German Universities are best for MS in Automobile Engineering.
