Dear Rajnik, you should be applying this yesr. If you haven't taken the GRE do so by August or September, application rounds generally open after September and ends by Dec. keep checking university websites for the deadlines and apply early.

Hi , check University of British Columbia but 60% is a low score for this university but check the entry requirements. Also University of Windsor could be a good bet. Mostly you will find transportation engineering as a specialization in MS Civil Engineering programs so search accordingly.

Yes, you can. There are some countries like Germany which gives free education. So, better try to get admission in the universities in Germany to pursue your Masters without tuition fee.
