Yes, you are eligible for veterinary seats. However, I cannot say for sure but you have high chances of getting seats in a government college. You can check the cutoffs for veterinary colleges in Andhra Pradesh to get an idea of the rank required to get a seat in a government college. Rank of 23910 in TS EAMCET is good, and you have a good chance of getting a veterinary seat in a government college. However, it is important to note that the cutoff for veterinary seats varies from year to year, so it is difficult to say for sure whether you will get a seat.

According to last year cutoffs, considering your rank and assuming that you are from general category, it is not possible to get bhojreddy engineering college for women and Keshav memorial institute of technology in the first round of TS EAMCET counseling as the cutoffs are less than 13000th rank for both the colleges. But you can get good engineering colleges like Hyderabad Institute of technology and management, gurunanak insstech campus, sr indu institute of engineering and technology and jb institute of engineering and technology

After the process of self reporting at the respective college which you get in first phase of counselling, your seat will be confirmed, However if you participate in 2nd round you may get a better college and automatically your seat in the 1st phase of counselling will be allotted to a different candidate and you won’t be able to claim that seat (you must accept whatever you get in the 2nd round). Incase you are not allotted any seat in 2nd round then you will retain your seat for which you self reported and accepted in the 1st phase of counselling.
At the end of the day you will have a seat for sure.
