Observing the statistics of last year cut offs and results I feel you will play a safer side. Since this is a decent rank  seeing the previous cutoffs. So, yes, you have a pretty good chance of getting selected in the merit list for the course in the institute. Along with it may be having the state domicile will also benefit you.

While the admissions are based on the scores/rank obtained in TSEAMCET, the last cut offs also change a lot depending on All India quota or Home State. It also varies if the applicant is a female.

Opening and Closing rank depends on the category and quota of candidates. For general category under All India, opening rank was 11932 and closing rank was 11932.
