No, applicants cannot apply to University College Dublin without IELTS. One of the admission requirements to study at University College Dublin is meeting the English language requirements. International students can submit IELTS / TOEFL / PTE scores as proof of English language proficiency. Also, note that Conestoga College will accept Duolingo test scores as proof of English proficiency for the Fall 2024 intake.

You can apply to University College Dublin (UCD) through their official application portal for both undergraduate and postgraduate courses. Here's the link to the portal:
