No, you can't join University College of Medical Sciences without NEET. However, for BSc and MSc courses NEET is not the source of admission.
Admission to undergraduate programs at the University College of Medical Sciences (UCMS) in Delhi is based on performance in the NEET, followed by counselling. Admission to postgraduate programs is based on the marks obtained in the NEET PG examination. Admission to the MBBS programme is based on NEET UG marks.

Amrita School of Arts and Sciences (ASAS) in Kochi, Kerala and the University College of Medical Sciences (UCMS) in Delhi are both good for teaching. However, ASAS may be better for placements.
Teaching: Some say that UCMS has better academics and more rigorous testing schedules.
