Yes, Indian UG students would need a Provinicial Attestation Letter (PAL) to study in Canada. However, Master's or PhD students don't need a PAL to study here. To get a PAL, students will need to accept their admission offer and pay the initial fee deposit to confirm their seat.
USask will then initiate the process of obtaining your PAL from the government authorities.

Yes, Indian students can study at USask Canada without IELTS. The university accepts valid scores in other tests like TOEFL-iBT, Cambridge English, and PTE Academic as well. Given below are the minimum score requirement for each of these.
