Yes, but you have less chances (around 75% chances) that you can get admission into those colleges at this rank, because lateral entry depends on the basis of vacant seats available in the second year.

No. It looks difficult as you belong to general category. You can try for private colleges, there are many good private colleges in Uttar Pradesh.

Post Graduate Diploma in Management (PGDM) or Post Graduate Programme in Management (PGPM) or Masters in Business Administration (MBA) are both management courses at Masters level. I don't know much about UPTU.
But if you have been called on the first day of counselling, chances are in your favour and you can get CSE as the seats are over by the second counselling day.
Banasthali offers you nice faculty and 100% placements. Bulk, as well as core companies, visit the campus.
The institute has well-equipped and functioning laboratories.
You should compare the above-mentioned factors with the college you will be getting with your rank in UPSC.
