No, it's not necessary at all. If you haven't appeared in UPTU then you can get direct admission on the basis of your 12 marks but your marks should be atleast 60%.

Hello,
You have obtained a reasonably good rank. I feel with this rank you should get a govt college. These days it's only in Govt. colleges that fees are less or reasonable.
