Can I get admission in JSS Noida with UPSEE category rank of 6903 and general rank of 23000?

At this rank you will not able to get into JSS, Noida for CSE. The cutoff is around 6-7 thousand general rank for CSE branch in JSS.

I have done Diploma in mechanical and got 991 general (485 OBC) rank in UPSEE (lateral entry). Can I get any government college?

There is a rare chance of getting core engineering streams in government colleges with this rank, but you can get a good private college of AKTU with your desired stream.
The colleges like Galgotia, GLA, AMITY, KITE, etc. are still in your range.
You can also get your desired branch in these college.

IET-Lucknow is one of the most premium institutes for B.Tech. It is difficult to get admission in mechanical engineering in IET but you can go for other government colleges check the last year's cut-off, the opening and closing rank of the colleges and I think you will get admission in a government
