You can get decent private colleges in second last or last round.
May be a government college preferably new REC's in spot round.
In last few years I have seen students with 7080k rank get a government college in spot round.

Yes, it is equally important to cross 60% in 10th and 12th as the minimum requirements for placement in also needed. Rest your semester marks also matter for the placement and rest your knowledge leads to the best placement.
