Well, Lucknow University is a good option to choose for CSE. So, you can go for it, however as per his rank he may get better colleges as the counselling proceeds, so better you wait for some time, have a look over this for more insights.

Your rank is good and I think you may get admission into any government college.
Government colleges are good than private colleges but you must decide your college taking placements in mind.

Thes are private, but if you are looking for HBTI, then go to JEE main score card, because from this year HBTI will not accept your UPSEE score card.

No, according to my knowledge, rank and fee waiver has nothing to do with each other, if you fall under the category of physically handicapped then you will be entitled for both rank and fee benefit.
