Yes, you can appear for the UPSC (Union Public Service Commission) and MPSC (Maharashtra Public Service Commission) exams with a 12th and Diploma qualification. However, these exams typically require a minimum of a bachelor's degree from a recognised university. 
The basic requirement for giving the UPSC exam is graduation, and your marks don't matter. You can give the exam in your final year. 

You can apply for the civil services examination if you fulfill the following eligibility criteria:

  • You are a graduate in any discipline
  • You must have the age between 21 to 20 years

The Union Public Service Commission releases the notification and applications online only. The candidates are required to apply online only for the exam. There is no provision of application, admit card and result for any of the UPSC exam and the Civil Service Exam is not an exception to it.

The Union Public Service Commission (UPSC) releases the UPSC exam calendar mentioning the notification and exam dates for all the exams one year in advance. The Commission releases all the notification as per the official exam calendar. As per the dates mentioned in the official exam calendar, the Civil Services Examination (CSE) 2024 notification is expected soon.

The last date to apply for the exam is March 5, 2024. The Commission will conduct the CSE 2024 exam on May 26, 2024.

The number of vacancies for the UPSC 2024 exam is 1056. The UPSC releases the number of vacancies along with the notification for each exam, and it can vary from one year to another depending on the requirements of the Government.

The candidates will be required to check the UPSC notification for the number of vacancies. You can also check the notification for the exam, which will be available here after its official release.

The Union Public Service Commission release the IAS prelims answer key after the declaration of final result. It implies that the Civil Service prelims answer key is released next year of the prelims exam. The candidates can download the UPSC Civil Service (IAS) answer key in the follwing manner:

Visit the official website of UPSC-upsc.gov.in

Click on the Examination tab, a dropdown list will appear 

Click on the Answer Key button

Click on the Download button of the exam for which answer key needs to be seen.

The UPSC IAS admit card 2024 was released on June 7, 2024. The Commission conducted the IAS 2024 exam(Prelims) on June 16. The Commission has a standard time line of releasing the admit card, three weeks before the exam date. But this year, the Commission released the IAS admit card only ten days before the exam.
