Firstly, congrats on getting a decent score in JEE Mains, a tough exam. With thus score, you can get top ranked NITs, IITs. You should try for NIT Silchar, Warangal for your favourite branch. I bet you will end up getting good college in counselling.
Good luck.

Yes, you can apply for the colleges all over India. Just check with respective university, Institute what is the merit for them. I would say you can try for Sir JJ College of Architecture, Amity University, and Lovely Professional University etc.

As you rank in Mains and Advance is quite good, I suggest you to go with all the spot round counselling. Definitely, you will get a Government College, because last year my friend got 105 marks in JEE Mains, and he got admission in IIT Bhubaneswar.
But, as your rank is quite good, so I thought that you will get an awesome college, but go with the spot round counselling.

Hello there, As per my knowledge, there is no such process to withdraw your admission after submitting fee and other original documents. Once you submit your fee you cannot back out. Ask to your college administrator once for proper detailing. Regards.
