State topper means the top scorer of the state board examination. Suppose exam conducted for 1000 marks and the highest score is 990. Then student with 990 marks will be the topper. No, VIT conducts entrance exam for only B.Tech and M.Tech programmes. For all other UG courses the admission is based on class 12th. Go to VIT official website and apply soon with your class 12th marks.
