I assume that this is message is in continuation of your previous message. So, I think he should try for colleges like Jadavpur university where he would get something like Computer Science if he wants to join via WBJEE.
But if he wants to go for IIT then again he will not get any good branch in any reasonable standard IIT.
So my best guess would be to join Jadavpur University with CS.

For MTech you have to crack the gate and then u can get admission for MTech u directly get admission for Mtech if u have completed your Btech from iit.

Hey,
You should better concentrate on electrostatic part because much ques come from the topic, then optics which is much scoring.
Other topics are equally important.
